Regulations of protection of children from the information containing erotic and pornographic images should be imposed on information products which have particular historical, artistic or other cultural value for the society. This has been mentioned in the project of the Concept of children’s information security published by Roscomnadzor.

At the moment the acting law “On protection of children from the information that causes harm to their wellbeing and development” does not cover the distribution of information products that have particular historical, artistic or other cultural value for the society. This kind of products are not regulated by the legislation on blocking access to internet resources that contain information harmful for children either.

Judging by the criteria for evaluation of erotic products, listed by the experts in the draft Concept, in case the suggestion is adopted, blocking will bу applied to websites which contain images of classical paintings and sculptures as well as classical literature and movies.

In addition, the project of the Concept suggests toughening license requirements imposed upon network operators, taking into account compulsory filtering service for blocking content on the internet and mobile networks.
