The concept of children’s information security, developed by Roscomnadzor in collaboration with the expects, will be presented for public discussion in December 2013

Currently Roscomnadzor works on the concept in collaboration with psychologists, culture specialists, linguists, sociologists, medical professionals, journalists and specialists in other various humanitarian disciplines.

«Together with expert community we have to come up with clear understanding of how information affects personal development of children and adolescents, affects their emotional state, to study the mechanisms through which media influence the development of their personality», – says the head of Roscomnadzor Alexander Zharov.

It is planned that within the concept a number of suggestions on amendments and additions to legislation will be developed. Among the tasks that experts face are production of clear definitions of a number of complex legal categories, definition of criteria of information products that have considerable historical, artistic and other cultural value and development of algorithms of carrying our evaluation of information.

According to Roscomnadzor, the relevant departments weekly carry out the monitoring of approximately five thousand media. On average Roscomnadzor discovers from 20 to 30 violations around the country and relevant measures are taken at once.

The «black list» of resources was put into action on the 1st of November 2012 in order to stop the distribution of prohibited information on the Internet in Russia: child sexual abuse images, instructions on suicide and production of illicit drugs. Within one year Roscomnadzor has received more than 70 thousand reports from citizens with requests to add specific websites to the list. More than half of the reports were related to distribution of information about illicit drugs, 30% – child sexual abuse images, 15% – materials related to suicide. As a result more that 14 thousand links were added to the black list. A considerable number of links were removed from the list once illegal information was removed. According to the statistics, no more that 4% of resources refused to delete illegal information. At the moment the list includes 3.4 thousand resources and IPs of 600 of them are blocked.
