Government of Russian Federation has set up the criteria for assessment of prohibited information on the Internet

Russian governmental bodies have confirmed the unified criteria, which can be used to detect child sexual abuse images, propaganda of suicide or illicit drugs on the Internet.

It is defined that any information about a child involved in sexually explicit actions or his image will qualified as child sexual abuse material. Distribution, storage or purchase of such materials will be prohibited. In addition, any attempt to involve a child into sexual activity is also prohibited. But this does not include fiction and classical literature if sexual relationships can be explained by the plot.

«In general, the artistic conception is a very delicate thing. Classical literature like Lolita by Nabokov or books by Marquis de Sade can be freely read online» – says the commentator.

Resources that offer users the information about finding, growing or making any illicit drugs are outlawed as well. This also includes websites that create positive image of a drug addict or a drugs dealer.

The resources that publish the offers or requests to commit suicide will be prohibited as well. Saying that suicide is solution to a tough situation or discussion of ways to commit suicide are also considered to be propaganda. In addition, it is forbidden to laugh at the suicide attempt of those who tried to commit one, demonstrate the procedure or the results of a suicide.

The «black list» was introduced on the 1st of November 2012 in order to prevent the distribution of prohibited information on the Internet in Russia. More than 14 thousand resources were added to the list since its introduction.
